Welcome

New Partners for Community Revitalization is a 501(c)(3) nonprofit organization working to revitalize New York's low- and moderate-income neighborhoods and communities of color that are disproportionately impacted by brownfield sites. NPCR is widely recognized as being instrumental in the conceptualization and creation of the New York Brownfield Opportunity Areas (BOA) Program. To date, NPCR has helped secure $36 million in BOA grants for over 120 communities across New York State. Uniquely positioned as an "honest broker," NPCR fosters beneficial relationships between developers, public officials, community organizations and environmental justice organizations. With a successful track record of bringing diverse perspectives together, we are a policy and opinion leader on brownfields, the area-wide approach and community engagement. NPCR's city, state and federal policy activities are further informed by our site-specific brownfields redevelopment and BOA project work with nonprofit and for-profit developers and community development leaders.

NPCR Updates

May 1, 2013: NPCR released the report, Reform on the Horizon: A Stakeholder Collaboration to Extend and Maximize the Value of New York's Brownfield Tax Credits. The report draws on NPCR's March and April 2013 Roundtables, and consolidates the work of numerous stakeholders into a viable reform package aimed at helping Albany leaders negotiate a legislative solution that will help revitalize and cleanup the state’s thousands of brownfield sites. April 2013 RoundtableApril 17, 2013: At the request of stakeholders and NPCR Members, NPCR held a follow-up Roundtable discussion focused on addressing thorny issues connected to the extension and reform of the state's Brownfield Tax Credit program. Participants included Albany officials and stakeholders that have been particularly active in the brownfields policy debate.

Allen ZerkinMarch 7, 2013: With the impending sunset of the New York State Brownfield Tax Credits (BTCs) and a wide and growing range of constituencies that support robust brownfield financial incentives as the backdrop, NPCR held its March 7th Roundtable on brownfield tax credit reform. Approximately 60 stakeholders attended the event that was artfully facilitated by Allen Zerkin, J.D. Read more.

February 2013: EPA announced that a team led by the Center for Creative Land Recycling (CCLR) has been selected for a five-year Technical Assistance to Brownfields Communities (TAB) grant for EPA Region 2 (NY, NJ, PR, and VI). The team includes NPCR, Enterprise Community Partners, RCAP Solutions and the National Association of Local Government Environmental Professionals; NPCR will be the local lead on the grant. The team will provide technical assistance to communities and other stakeholders with the dual goals of increasing the community's understanding and involvement in brownfield cleanup and revitalization, and moving brownfields sites forward toward cleanup and reuse. January 31, 2013: Nearly 200 stakeholders active in the redevelopment of brownfields attended NPCR's 5th Annual Brownfields Forum. Organized around the theme, "New Connections," the January 31st event took place at National Grid headquarters in Brooklyn. The Forum was kicked off by National Grid President Ken Daly and NY Secretary of State Cesar Perales and included panels on the BOA program as well as NPCR's 2013 Green Shovel Awards for Partnership in Community Revitalization. January 25, 2013: NPCR was invited to give a presentation at the annual meeting of the Environmental Law Section of the New York State Bar Association. Deputy Director Laura Truettner was part of a three person panel on redevelopment and reuse of contaminated sites and her presentation, entitled "The NYSBOA Program: An Area-Wide Approach to Revitalization" is available here.
